International Floorball Tournament
"Latvian Open 2021"

I Aim and goals
1. To popularise floorball both in Latvia and all over the world.
2. To promote the development of floorball in Latvia, to discover an opportunity for Latvian teams to examine themselves on international level.
3. To promote the teams’ preparations for national championships.
4. To create "Latvian Open" as the most popular floorball tournament in Baltic states.

II Organizers, place and time
The Floorball tournament "Latvian Open 2021" is organised by Floorball Center (FC) and Koceni Sports Club (KSC) in cooperation with Latvian Floorball Union (LFU), Vidzeme Olympic Centre (VOC), Valmiera Municipality.
The Floorball tournament "Latvian Open 2021" is mentioned by International Floorball Federation (IFF) as International Elite Clubs’ tournament. Tournament is recognised by Latvian Sports Federations Council and included in the list of permitted international sports competitions.
Responsible person for running tournament matches is the Head of LFU Competition Committee Peteris Poudziunas (phone.: +371 29409811, e-mail: peteris@floorball.lv .
Games are leaded by LFU licensed referees.
The Tournament dates are August, the 18th – the 22nd, 2021, in Valmiera and Koceni (the distance in between of arenas is about 3 km). The matches will be played on 3 (three) standard size fields (40 m x 20 m) with Gerflor surface and Swerink rink.
"Latvian Open 2021" is officially recognised tournament by Latvian Floorball Union.


III Participants and Registration
In the International Floorball Tournament "Latvian Open 2021" may participate the teams which have sent in their team Notifications before August, the 6th, 2021, to e-mail address: info@latvianopen.com, and have paid the Registration fee 250,-EUR for each team.

Clubs, participating with Men’s and Women’s teams, will get 50,-EUR discount from the total Registration fee for two teams.

The Team photo and List of players and the fee for additional bracelets to be sent in not later than August, the 15th, 2021. Additional player's application forms will be available at the Organizing Committee office at the VOC arena during the Tournament.

The minimal number of players in the team – 10 (ten) field players + 1 (one) goalkeeper.
The team is officially approved for the Tournament, when it gets the written (e-mail) confirmation from the organisers.
All players and team officials must use Participant’s bracelet. The fee for one bracelet is 10,-EUR. The minimal number of bracelets in one team – 11 (eleven). If necessary, the additional bracelets will be available during the tournament at the Organizing Committee office in VOC arena.
The registration for the Tournament is not allowed for the teams, which have unsettled financial obligations to KSC, LFU, as well as to IFF.

All participants of all teams participating in the tournament must perform COVID-19 test (SARS-CoV-2 virus RNA detection by nasopharyngeal / oropharyngeal smear by PCR method) not earlier than 72 hours before the first game and the person in charge of the team sends LFU to E-mail: info@latvianopen.com completed and signed Confirmation Form in accordance with Appendix. 1 of these Regulations for receiving a negative test result no later than 48 hours before the first game according to the game calendar. If a person has an interoperable COVID certificate, that person is exempt from the test.

To cancel participation of registered team is possible before August, the 15th, 2021, but the Registration fee will not be refunded.
Additional group will be organised from the invited Men’s teams.
Participants of the Tournament are responsible for their health, regular health examination, for insurance of their health and life. For under-age participants health examination and health care, and for insurance of their health and life are responsible their parents (or tutors) and leaders of their respective clubs and teams. The organisers of the Tournament will not take responsibility for accidents during the Tournament.
IV Procedure
- The matches will be played accordingly the official IFF Rules of the game. The game time will be 2 x 15 minutes (effective time). Depending on the number of registered teams game time can be extended. Playing time in the group of invited Men's "TOP" teams - 3 x20 minutes (effective time).
- Players during the whole Tournament may participate only for one team.
- Team lists with the names and surnames of the players, as well as the players’ numbers is to be submitted to the match secretariat at least 20 minutes before the match.
- In connection with Match penalty 1 – automatically suspension until the end of the match in question; in connection with Match penalty 2 – suspension until the end of the match in question and also for the next match; in connection with Match penalty 3 – the player’s suspension until the end of the Tournament. For each match penalty suspended player has to pay to the organisers at least 20 minutes before his next allowed to play match a penalty fee of 40,-EUR; otherwise he is not allowed to continue to play in the Tournament. The penalty fee in connection with Match penalty 3 is to be paid at least 60 minutes after the final match of the Tournament.
- The maximum of waiting time for any team is 5 (five) minutes after the scheduled time of the match. After that time the default result will be 0:5. Any team forfeiting two matches due to walkover will be excluded from the Tournament and the results of all played matches of this team will be cancelled.
- The teams during the match are requested to bring all their belongings close to the rink. The organisers of the Tournament will not take responsibility for the loss of any personal belongings during the Tournament.
- The organisers retain the right to change the published match schedule. In the case of such a change during the Tournament, the organisers will do their best to contact the teams affected, but it is the responsibility of the teams to check the official Tournament notification board in both arenas.
- If two teams for one match have similar colour of game shirts, the team listed as the AWAY team in the official match schedule, is obliged to change.
- Protests should be delivered in written form to the Tournament secretariat in Vidzeme Olympic Centre at least 60 minutes after the match, being protested. The protest fee is 40,-EUR. In case if the protest will be refused, the protest fee will be not refunded. The protest will be evaluated in 3 (three) hours by organisers of the Tournament and their verdict will be final.
- Winner in the group matches will get two points; one point for a draw; zero points for a loss. A draw in play-off matches will be followed by 3 (three) penalty shots, and if needed, by penalty "sudden-death".
There is one time-out allowed to each team in every match.

After the end of registration all teams will be divided in categories and groups depending on their ranking. One round regular tournament will be played in each group. Organisers guarantee at least four matches for all teams.

1.1. If two or more teams after the group matches will reach the same amount of points, they will be separated by:
• most points in group matches;
• the best goal difference;
• the best goals relation (scored/lost);
• the biggest number of scored goals;
• the smallest number of penalty minutes;
• lottery.
1.2. Play-offs system in each category will be announced after the registration deadline depending on the number of teams registered.
1.3. Groups and match schedule will be available on the Tournament webpage: www.latvianopen.com before August, the 15th, 2021.

V Providing
Organisers provide a sports facilities, match secretariat, the time keeper, the referee, responsible for penalties, the field referees, medical personnel, as well as the organiser provides the consideration of public policy, first aid, fire-prevention and security arrangements regulations.
Participants, spectators and other persons, involved in the competition process, are obliged to follow the instructions, given by organisers, as well as to follow the general regulations of public policy and security arrangements.

Teams are responsible for their own accommodation. If necessary, the organisers of the Tournament will provide informational support (requests are to be sent in before August, the 9th, 2021).

VI Awards
1. The first three teams in all categories will be awarded.
2. The prizes for best players of the match will be awarded after each match.
3. The special prizes will be provided for players of All Stars Teams in all categories.
4. The Award ceremony in VOC will take place after the final match of each category.

"Latvian Open Youth 2020"

I Aim and goals

2. To promote the development of floorball in Latvia, to discover an opportunity for Latvian youth teams to examine themselves on international level.
3. To promote the teams’ preparations for national championships.
4. To create "Latvian Open Youth" as the most popular floorball tournament in Baltic states.

II Organizers, place and time
The Floorball tournament "Latvian Open Youth 2020" is organized by Floorball Center (FC) in cooperation with Latvian Floorball Union (LFU), the municipality of city of Cesis and Floorball club "Lekrings" (LEK).
The responsible person for games procedure is head of Competitions Committee, approved by LFU board (Pēteris Poudžiunas, telephone +371 29409811, e-mail: peteris@floorball.lv).
Games are leaded by LFU licensed referees.
The Tournament dates are July 23-26,2020.
The Tournament takes place in Cesis sports hall (standard field size - 40m x 20m)
and Cesis Secondary school sports hall (field size 31m x 20m). Both fields are equipped with Gerflor floorball surface.

III Participants and Registration
Teams in two categories may participate in the International Floorball Tournament "Latvian Open Youth 2020" :
Boys B-12 group (born in 2008 and 2009);
Boys B-14 group (born in 2006 and 2007)
which have sent in their team Notifications before July the 19th, 2020, to the e-mail address: info@latvianopen.com, and have paid the Registration fee 199,- EUR for each team in B-12 and B-14 categories.
Maximum number of teams in each category is 10.
Each team is guaranteed to play 5 games.
Minimum number of players in each team : 10 field players + 1 goalkeeper.
Team is assumed as confirmed for participation after received written notification from organizers.
No teams can apply for the tournament having any unsettled financial obligations with FC, LFU, LEK or IFF.

To withdraw participation of registered team is possible before July 20th 2020, but the Registration fee will not be refunded.
Participants of the Tournament are responsible for their health, regular health examination, for insurance of their health and life. For under-age participants (all players?) the health examination and health care, and for insurance of their health and life are responsible their parents (or tutors) and leaders of their respective clubs and teams. The organizers of the Tournament do not take responsibility for accidents during the Tournament.

In connection with Match penalty 1 – automatically suspension until the end of the match in question; in connection with Match penalty 2 – suspension until the end of the match in question and also for the next match; in connection with Match penalty 3 – the player’s suspension until the end of the Tournament. For each match penalty suspended player has to pay to the organizers at least 20 minutes before his next allowed to play match a penalty fee of 40,- EUR; otherwise he is not allowed to continue to play in the Tournament. The penalty fee in connection with Match penalty 3 is to be paid at least 60 minutes after the final match of the Tournament.
In connection with rough penalty or violation of these regulations organizers may involve LFU Disciplinary Committee.
- The maximum of waiting time for any team is 5 (five) minutes after the scheduled time of the match. After that time the default result will be 0:5. Any team forfeiting two matches due to walkover will be excluded from the Tournament and the results of all played matches of this team will be cancelled.
- The teams during the match are requested to bring all their belongings close to the rink. The organizers of the Tournament do not take responsibility for the loss of personal belongings during the Tournament.

Protests should be delivered in written form to the Tournament secretariat in Cesis Sports Hall at least 60 minutes after the match being protested. The protest fee is 40,- EUR. In case if the protest is refused, the protest fee will be not refunded. The protest will be evaluated in 3 (three) hours by organizers of the Tournament and their verdict will be final. If the protest is denied the protest fee is not refundable.
- Winner in the group matches will get two points; one point team will get for a standoff; but zero points – for a loss. A standoff in play-off matches will be followed by 3 (three) penalty shots, and if needed, – by penalty "sudden-death".
There is one time-out (30 seconds) allowed to each team in every match.
After registration term ends teams will be divided in groups in which they will play group round.
1.1. If two or more teams after the group matches will reach the same amount of points, they will be separated by:
• the best amount of points, reached in group;
• the best goals difference;
• the best goals relation (scored/lost);
• the highest number of scored goals;
• the smallest number of penalty minutes;
• ballot.
1.2. Play-offs system in each category will be announced after the registration deadline depending on the number of teams registered.
