International Floorball Tournament

Latvian Open 2013

I AIMS AND GOALS

1. To popularize floorball both in Latvia and all over the world.

2. To promote the development of floorball in Latvia – to discover an opportunity for Latvian teams to examine themselves on international level.

3. To promote the teams, preparing for national championships.

4. To create „Latvian Open” as the most popular floorball tournament in the Baltic states.

II ORGANIZERS, PLACE AND TIME

The Floorball tournament „Latvian Open 2013” is organized by Koceni Sports Club (KSC) in cooperation with Latvian Floorball Union (LFU), Vidzeme’s Olympic Centre (VOC) and the local government of city of Valmiera.

The Floorball tournament „Latvian Open 2013” is officially recognized by Latvian Floorball Union and is mentioned by International Floorball Federation (IFF) as International Elite Clubs’ tournament.

Matches are leaded by LFU licensed referees.

The Tournament dates are August, the 23rd – the 25th, 2013, in Valmiera (Vidzeme’s Olympic Centre) and Koceni (Koceni Sports Hall). The distance in between of arenas is about 3 km. The matches will be played on 3 (three) standard size fields (40m x 20m) with Gerflor surface.

III PARTICIPANTS AND REGISTRATION

In the International Floorball Tournament „Latvian Open 2013” may participate the teams in three categories (Men’s Elite, Women’s Elite and Seniors 40+). The teams must to sent in their team Notifications (Participation form) before August, the 16th, 2013, to e-mail address: info@latvianopen.com, and have paid the Registration fee LVL 175,- (250 EUR) for each team in Men’s and Women’s categories and LVL 105,- (150 EUR) for a team in Seniors 40+ category into the account of KSC.

In case of registration for the Tournament before July, the 1st, 2013, the Registration fee for one team in Men’s and Women’s categories is LVL 140,- (200 EUR). Clubs, coming with Men’s and Women’s teams, will get LVL 35,- (50 EUR) discount from the total Registration fee for both teams.

The minimal number of players in the team – 10 (ten) field players + 1 (one) goalkeeper; maximal – 20 (twenty) players and 3 (three) team officials. The team is officially approved for the Tournament, when it gets the written (e-mail) confirmation from the organizers.

The registration for the Tournament is not allowed for the teams (clubs) ahead of settling all financial obligations to KSC, LFU, as well as to IFF.

Participants of the Tournament are responsible for their health, regular health examination; for insurance of their health and life. For under-age participants health examination and health care, as well as for insurance of their health and life are responsible their parents (or tutors) and leaders of their respective clubs and teams. The organizers of the Tournament are not take responsibility for accidents during the Tournament.

IV PROCEDURE

- The matches will be played accordingly the official IFF floorball rules. The match time will be 2 x 15 minutes (effective time).

- Players during the whole Tournament may participate only for one team.

- Team line-up with the names and surnames of the players, as well as the players’ numbers is to be submitted to the match secretariat at least 20 minutes before the match.

- In connection with Match penalty 1 – automatically suspension until the end of the match in question; in connection with Match penalty 2 – suspension until the end of the match in question and also for the next match; in connection with Match penalty 3 – the player’s suspension until the end of the Tournament. For each match penalty suspended player has to pay to the organizers at least 20 minutes before his next allowed to play match a penalty fee of LVL 25,- (40 EUR); otherwise he is not allowed to continue to play in the Tournament. The all penalty fees are to be paid to the organizers at least 60 minutes after the final match of the Tournament.

- The maximum of waiting time to the match for any team is 5 minutes after the scheduled time of the match. After that time the default result will be 0:5. Any team forfeiting two matches due to walkover, will be excluded from the Tournament and all played matches of this team will be cancelled.

- The teams during the match are requested to bring all their belongings close to the rink. The organizers of the Tournament are not take responsibility for the loss of personal belongings during the Tournament.

- The organizers retain the right to change the published match schedule. In the case of such a change during the tournament, the organizers will do their best to contact the teams affected, but it is the responsibility of the teams to check the official tournament notification board in both arenas.

- If two teams for one game have similar color of game shirts, the team listed as the AWAY team in the official match schedule, is obliged to change.

- Protests should be delivered in written form to the Tournament secretariat in Vidzeme’s Olympic Centre at least 60 minutes after the match, being protested. The protest fee is LVL 25,- (40 EUR). In case, if the protest will be refused, the protest fee will be not refunded. The protest will be evaluated by organizers of the Tournament and their verdict will be final.

- Winner in the group match will get two points; one point team will get for an even result; but zero points – for a loss. An even result in play-off matches will be followed by 3 (three) penalty shots, and if needed, – by penalty sudden-death.

- There is one time-out allowed to each team in every match.

1. Men’s teams

After the end of registration all teams will be divided into groups. Four matches for each team will be guaranteed.

1.1. If two or more teams after the group matches will reach the same amount of points, they will be separated by:

• the amount of points, reached in mutual direct matches;

• the score difference;

• the amount of scored goals.

1.2. Play-offs will start from 1/16 finals, where will meet 3rd and 4th placed teams of the groups. The winners of 1/16 finals will reach the 1/8 finals, where they will meet 2nd ranked teams of the groups. Winners of 1/8 finals will reach 1/4 finals, where they will meet 1st ranked teams of the groups. Winners of 1/4 finals will qualify for semi-finals. Winners of semi-finals will meet in the final, but losers of semi-finals will play for the 3rd place in the Tournament. Groups and match schedule will be available on the Tournament website www.latvianopen.com.

2. Women’s teams

After the end of registration all teams will be divided into groups. Four matches for each team will be guaranteed.

2.1. If two or more teams after the group matches will reach the same amount of points, they will be separated by:

• the amount of points, reached in mutual direct matches;

• the score difference;

• the amount of scored goals.

2.2. Play-offs will start from 1/4 finals. Winners of 1/4 finals will qualify for semi-finals. Winners of semi-finals will meet in the final, but losers of semi-finals will play for the 3rd place in the Tournament. Groups and match schedule will be available on the Tournament website www.latvianopen.com.

3. Seniors 40+

3.1. Participants

Teams may consist of players, who are at least 40 years old at the first day of the Tournament; for women’s teams – 35 years old at the first day of the Tournament. It is allowed to include in the men’s teams women, who are 35 years old or older at the first day of the Tournament. If seniors’ team consists only of female players, opponent’s men’s or mixed team must play with 4 (four) field players and goalkeeper.

It is allowed to include 35 years old goalkeeper in men’s teams, and 30 years old goalkeeper – in women’s teams.

After the end of registration all teams will be divided into groups. Four matches for each team will be guaranteed.

3.2. If two or more teams after the group matches will reach the same amount of points, they will be separated by:

• the amount of points, reached in mutual direct matches;

• the score difference;

• the amount of scored goals.

3.3. Seniors 40+ Tournament will be played in two days – August, the 24th and the 25th!

V PROVIDING

Organizers provide a sports facilities, match secretariat, the time keepers, the referees, who are responsible for penalties, the field referees, medical staff as well as the organizer provides the consideration of regulations of public policy, first aid, fire-prevention and security arrangements.

Participants, spectators and other persons, involved in the competition process, are obliged to follow the instructions, given by organizers, as well as to follow the general regulations of public policy and security arrangements.

Information about the Tournament will be published on the official Tournament website www.latvianopen.com.

Teams are responsible for their own accommodation. If necessary, the organizers of the Tournament will provide informational support.

VI AWARDS

1. In Men’s, Women’s and in Seniors’40+ Tournaments the first three teams will be awarded.

2. The special prizes for best players of the match will be awarded after each match.

3. The special prizes will be provided for the best scorers of the Tournament.

4. The special prizes will be provided for best forwards, best defenders and best goalkeepers of the Tournament.

5. Awarding ceremony in Vidzeme’s Olympic Centre will take place 15 minutes after the Final match.

Coaching and refereeing seminars during Latvian Open

During Latvian Open, Latvian Floorball Union is organizing coaching and refereeing seminars with lectors from Latvia, Sweden and Finland. Coaching seminars will include following themes: Sports psyhology, leadership, floorball techniques, tactics, match analysis etc. Lecturers - Emil Persson, Stefan Hedlund, Anwar Samuelsson from Swedish Floorball Federation and sports psychologist Lāsma Lapiņa from Latvia. Referee seminar lecturers: Lauri Oksanen from Finland (IFF referee observer) and Lāsma Lapsiņa. Seminar language - english.

Valmiera thinks and creates!

Valmiera is the eighth largest city of Latvia. The number of inhabitants in March, 2013, is 26 543.

Valmiera is the major city of the northern part of Latvia and is located by the riversides of the longest river of Latvia – Gauja, in the distance of 110 kilometers from Riga – the capital city of Latvia, and in the distance of 50 kilometers to the south from the border of Estonia.

Valmiera’s as urban’s development beginning is considered at the year 1283 – when the building of the St. Simon’s church was started and the castle of Valmiera was well-founded.

In nowadays Valmiera keeps in themselves the historic pearls and gentle touch of nature and in accordance with modern and industrial environment makes lovely sight and favorable preconditions for living in the city.

Valmiera is the birthplace of Janis Dalins, Latvian athlete – race walker, the silver medalist of Olympic Games in Los Angeles (1932). In Janis Dalins name is called the street in Valmiera and Valmiera’s stadium. Valmiera is the birthplace as well of Maris Strombergs, the Olympic champion in BMX in Beijing (2008) and London (2012) – the first ever Olympic champion in the BMX cycling in the history of Olympic Games.

Vidzeme’s Olympic Centre is one of the most outstanding sports buildings in Valmiera and Latvia. In year of 2010 in Vidzeme’s Olympic Centre was organized the final round of the International Floorball Federation’s clubs’ tournament “EuroFloorball Cup”, as well as in year of 2013 – The Qualification Tournament of Women’s World Floorball Championship.

Vidzemes Olympic Centre

The „Vidzeme’s Olympic centre” was opened in 2005. Mission of the Olympic centre is to become a centre for leading kinds of sports, as well as a place for trainings, recreation and cultural events, where qualitative service is ensured for all participants and spectators.

On the first floor there is the ice-hall with 58 m x 28 m large ice-hockey area with stationary tribune on second floor level, to ensure 532 seats for spectators.

Multifunctional hall has poly functional sports playing grounds. It is possible to divide it to three training areas. Total size of the hall is 44 m x 68 m. The central court is used for floorball championship of Latvia and for different basketball tournaments with capacity of more than 1500 seats for spectators.

The hall can be used for trainings, local, regional or international competitions, as well as for exhibitions and concerts.

On the first floor there is also a conference hall, skates rental, ice-hockey inventory shop „Hokeja pasaule” and floorball inventory shop “Togosports.lv”, but on the second floor – fitness club „Spēka pasaule”, equipped with Panatta sports equipment, solarium, infrared sauna, massage cabinet and sports bar, from where it is possible to watch the ice-hockey game.

Koceni Sports Centre

Sports centre „Koceni" with the total area 2514 m² is one of the most modern sports buildings in rural communities of Latvia. Sports centre „Koceni” is incorporated in the historical complex of „Kokmuiza’s palace”. The process of building of Sports hall was started in October, 2004, but finished – in September, 2005.

Sports centre „Koceni" is used for needs of pupils of Koceni primary school, for local floorball teams and enthusiasts and as main training arena and home arena by frequent floorball champions of Latvia – Elite teams „Rubene (men) and „Rubene” (women) from sports club „Koceni Sports Club”. There are 400 seats for spectators.

The multipurpose sports complex of „Koceni” includes the main arena (appropriate with the regulations of International Floorball Federation), modern locker rooms for teams, conference hall, hotel with 12 rooms (including two VIP suites) and large relaxation facilities – gym and aerobics, sauna, massage, solarium, and coffee-bar.
